About AI Education Framework

Artificial intelligence is already changing how schools teach, learn, communicate and operate. Yet readiness requires more than access to new tools. Schools need knowledge, governance, practical capabilities and a long-term educational vision.

The AI Education Framework provides a structured pathway for responsible AI adoption across schools and education systems. It helps institutions progress from foundational understanding to regulatory readiness, practical implementation and the systemic integration of AI into teaching and learning.

The framework is built around four interconnected levels:

01. AI Literate

02. AI Compliant

03. AI Applied

04. AI Curriculum

Together, they create a practical model for building the knowledge, policies, capabilities and curricula required for education in the age of artificial intelligence.

Four levels of AI readiness

Each level addresses a different stage of readiness. Schools may begin at different points, but lasting transformation depends on developing all four areas in a coordinated way.

LEVEL 01

01. AI Literate

Building the knowledge to understand and use AI responsibly

AI literacy is the foundation of responsible adoption. Before schools can establish policies or introduce AI into teaching, their communities need a clear understanding of what artificial intelligence is, how it works and where its limitations lie.

This level supports school leaders, educators, students and parents in developing the knowledge needed to engage with AI critically, safely and responsibly.

It includes:

  • the fundamental concepts behind artificial intelligence,
  • the opportunities and limitations of AI systems,
  • critical evaluation of AI-generated content,
  • ethical considerations and responsible use,
  • data protection, privacy and digital safety,
  • bias, misinformation and transparency,
  • the appropriate role of human judgement,
  • age-appropriate approaches to AI education.

The objective is not only to teach people how to use AI tools, but to help them understand when, why and whether those tools should be used.

What this level enables

A shared foundation of knowledge across the school community, reducing uncertainty and supporting informed, responsible decision-making.

LEVEL 02

02. AI Compliant

Establishing safe governance, policies and accountability

AI adoption creates new responsibilities for schools. Institutions need clear rules governing how tools are selected, introduced and used, how data is protected, and who is accountable for decisions involving artificial intelligence.

AI Compliant focuses on helping schools create the governance structures required to use AI in line with legal, ethical and institutional responsibilities.

It includes:

  • school-wide AI policies and procedures,
  • rules for acceptable and responsible use,
  • assessment and classification of AI-related risks,
  • data protection and privacy requirements,
  • review and approval of AI tools,
  • defined roles and responsibilities,
  • safeguarding and child protection considerations,
  • communication with parents and school communities,
  • academic integrity and assessment principles,
  • readiness and compliance audits.

This level translates complex regulations and recommendations into clear institutional practices that can be implemented in everyday school environments.

What this level enables

A consistent and accountable approach to AI, supported by policies that protect students, educators and the institution itself.

LEVEL 03

03. AI Applied

Turning AI readiness into meaningful educational practice

Once the foundations of knowledge and governance are in place, schools can begin to apply AI in ways that create genuine educational value.

AI Applied focuses on the practical use of artificial intelligence across teaching, learning, communication, administration and school management. The emphasis is not on adopting technology for its own sake, but on using it purposefully and with clear educational intent.

It includes:

  • lesson planning and preparation,
  • creation and adaptation of teaching materials,
  • personalisation and differentiation of learning,
  • feedback and formative assessment,
  • support for student research and creativity,
  • analysis of educational data,
  • communication with students and families,
  • administrative and organisational tasks,
  • professional development for educators,
  • evaluation of effectiveness and educational impact.

At this level, educators learn not only how to operate AI tools, but how to integrate them into their practice without weakening professional judgement, student independence or the quality of learning.

LEVEL 04

04. AI Curriculum

Integrating AI into the long-term future of education

AI readiness ultimately requires more than policies and tools. Education systems must also prepare students to understand, question and shape a world increasingly influenced by artificial intelligence.

AI Curriculum focuses on the systemic integration of AI into teaching and learning. It includes both education about artificial intelligence and the use of AI to support learning across different subjects.

It includes:

  • age-appropriate AI learning outcomes,
  • curriculum frameworks for AI literacy,
  • interdisciplinary teaching about AI,
  • critical thinking, ethics and digital citizenship,
  • understanding data, algorithms and automation,
  • responsible use of AI across subject areas,
  • teacher guidance and pedagogical models,
  • assessment approaches for AI-supported learning,
  • continuous curriculum review as technology evolves,
  • alignment with national and international education priorities.

The goal is to prepare students not only to function in an AI-enabled world, but to participate in it thoughtfully, ethically and confidently.
